Everett Community Services Office. The Office of Community Services ( OCS ) partners with states, communities and agencies to eliminate causes of poverty, increase self-sufficiency of individuals and families and revitalize communities. A community service officer ( CSO ) provides support in crime prevention, investigation, and response where full police powers are unnecessary and assists police officers in upholding law and order. Women and men of all ages, including teens, are welcome to consult with the Public Health Nurse for the services offered. Services offered by the Public Health Nurses are confidential and free of charge to all clients.
